I agree this would be possible. The way how to achive this, will be 
dependent of what you have (the rest of the page in css and html) and 
what you want. Do you want the div is always covering what is 
underneath, or only at certain moments? - If you want that the covering 
part is showed when hovering somewhere, I guess it can be done with css 
only.
If you need the covering part to be showed when clicked somewhere, then 
I think you have to use javascript too, as in Sarat's link. [1]
And maybe clicking to a new page can be the easiest way...
