Missing nothing, doing nothing wrong. When Gecko finds a vertical
scrollbar unnecessary, it doesn't waste space on one. IE puts one there
regardless. The jump is the extra scrollbar space there or not according
to whether actually needed.

That body {font-size: 80%;} rule needs to go. There's nothing about that
page design that commands text arbitrarily smaller than visitors prefer.
