Furthermore, MSIE displaying the alt _attribute_ as a tooltip is
actually counterproductive, as it does lead people to writing
alternative text that is not an alternative but extra information.

Why would you need alternative text for a textual element? If you got
something to say, say it.

You can add a title attribute to almost any element which will be
rendered as a tooltip by most browsers.
