I'm working on http://www.uspirg.org/redesign/enviro/template.html,  
trying to manipulate the look of the bottom border in some div  
styles. The problem is that I want the text in the divs to have  
padding, but the bottom border doesn't respond to the padding. If I  
do an <hr> instead of a bottom border, I can't get it to be just 1px  
high and one pure color-- it seems to add black/shading automatically  
when I set an hr style with color and height. Is there a way to  
control the look of the hr better? Or should I use something other  
than padding to offset the content in the div?  Thanks!
