There are many such such css galleries on this site(including some with 
roll-overs)<http://www.cssplay.co.uk/menu/gallery_click.html#nogo> . 
Clients love them. /Some/ css designers love them. Web Standards zealots 
hate them with a passion (lousy usability and accessibility, and using 
css to mimic scripts, etc.).

The same idea could be used in a more appropriate accessibile and usable 
manner by clicking the a to a new page for each thumb and enlargement.
Or follow this tutorial for a float gallery and roll your own fat boy. :-)

You'll find /many/ javascript and or javascript/php driven galleries 
that are easily styled using css via Google.

And there is flash.
