Since the problem is only visible on your server, but not on a local 
copy (but when used with <base>), I think connection and server response 
makes the difference.

There are three images in the header, two of them do not have a 
dimension assigned. I'd try to set the dimensions explicitly for the two 
images:

<label for="kb"><img src="/clients/fujifilm/newresources/relatedto.gif" 
width="55px" height="13px" class="kbtext" alt="Related to" /></label>

and

<input type="image" src="/clients/fujifilm/newresources/go.gif" 
width="33px" height="17px" alt="go" title="Ask your question" 
id="submit" value="Go"/>
