[css-d] DIV width not registering in IE7

I'm trying to make a custom <hr /> tag using a <div> styled as follows:

div.hr
      {
        margin-top: 5px;
        height: 5px;
        width: 95%;
        border-width: 0 0 1px 0;
        border-style: dashed;
        border-color: #cc0000;
      }

and using the HTML:

<center><div class="hr"><!-- rofl --></div></center>

I have tried to add &nbsp; and a comment inside the div, but neither help it
register it's width. The &nbsp; just sets it to one character wide. Works
fine in Firefox as usual. URL to see an example is
