First i would suggest validating the html.  There is a missing tr on  
line 37 and I think one of the tables is closed in the wrong place.   
This will cause no end of rendering difficulties.

I believe ie will render your layout in 'quirks' mode because you  
have an incomplete doctype.  In standards mode the margin; auto;  
centering technique will work in ie, but in quirks mode you have to  
use text-align instead.

In short, if you fix the html and the doctype, styling will be more  
consistent.  Also, you could achieve this layout with _many_ fewer  
tables.  In fact, this page doesn't need any.
