I believe ie will render your layout in 'quirks' mode because you have an incomplete doctype. In standards mode the margin; auto; centering technique will work in ie, but in quirks mode you have to use text-align instead. In short, if you fix the html and the doctype, styling will be more consistent. Also, you could achieve this layout with _many_ fewer tables.
