No, you have completely misunderstood inheritance.

Among the properties you mention,
- padding, margin, and background are not inherited
- color and font are inherited but _only_ if no other style sheet
   sets them for an element, and we know that at least for the font
   property, there are settings for it for some elements in the
   default browser style sheets.
