David, I had some (now old) horizontal list tests not using inline elements but floats, exactly to overcome the problems that you are seeing now in IE 5.01/Win (missing borders), and maybe other problems in IE5/Mac. Some have extra hacks to simulate a min-width. I have now slightly revised them [1], have a look if you like.
