As for the rest of the text e.g. the text in paragraphs and headings and so on you can set their font-sizes relative to the body default using ems or %. There are some differences between browsers though not a lot, it's rarely an issue for me so I haven't really looked into it fully. Check out Eric Meyer's CSS reset reloaded: http://meyerweb.com/eric/thoughts/2007/05/01/reset-reloaded/ It's a great place to start as all your styling, especially in terms of typography as the majority of browsers will then have the same starting defaults and you can set your font-sizes to your hearts content on the elements that need it. You do need to explicitly specify every bit of styling you need so you can't rely on the old browser defaults if you do this but on the plus side you know exactly where you stand to begin with. Rule of thumb is to avoid fixed px sizes on fonts in general as they wont be resizable in <= IE6.
