As far as I'm aware there are no limitation to tiling (repeating) a 
png image in any browser.

What you are most likely finding is if you want a Transluscent png 
you can't tile them in IE(win) less than 7.0.

The reason behind this is that IE(win) can't render the transparency 
in a Png file at all. The only work around is to use an IE filter 
which has the limitation of inability to be tiled. This may be what 
you are reading on various websites.
