Adding the logo inline gives you the opportunity to add keywords to 
the ALT attribute, so that does sound like a good idea.

Personally, I would have thought that strong emphasis and headings
would be quite distinct in meaning. Do search engines treat STRONG
as more important than a heading?

Note that, on a long document, I often use Opera's "tab through
headings" to get the gist of a page. I imagine screen readers have
a similar capability. I guess your answer lies with your client's view
as to which visitors are most important - search engines or real
people.

Sadly, few browsers support "display: run-in;"  :(
