CSS won't help with the actual function of the search... just the way the results are displayed. I would recommend checking into one of the many scripting languages out there for searching. It also depends on what you are searching.
Right now I am working on a website with a function for php to search a database, but that search function won't help me find content on a website unless my entire website is in the database :) What exactly do you want to be able to search for?
