And this has precisely what to do with a CSS discussion list?

Hardly the place for any 'boss' to bawl out his employee.

This problem has been resolved. It seems Vance figured it out on his own,
but only after posting his rather offensive description of it.

However, there IS a problem with the way Vance described the problem and the
job, and the customer. The customer actually did not have ANY contact with
Vance. I am the boss that rarely gives him instructions, but when I do I
expect him to keep his mouth shut and follow them. In this case he followed
them but for some reason felt he needed to belittle the customer And his
boss in this forum. Unfortunately that customer somehow Google'd her website
  and found Vance's post below.

The "junk" the customer presented (to me NOT Vance) was the actual content
for the web site. word for word. Better than most people present to us. Most
people just come in and say I need a web site and we have to take notes,
because they don't have ANYTHING written down. This lady had EVERYTHING
written down. I thought it was rather nice. Apparently Vance likes to be
more "in control" of the content...

Now this 'cheap job' as Vance so eloquently put it, has become expensive.
This customer of 10 years is now looking at other options.

Lesson: Please post your problems and NOT your opinions of your customers.
You MIGHT lose your job over it.

  Alright heres my problem.

My boss comes in and says "hey a lady wants a one page site. shes been and
ISP customer of ours for years so we are going to make an exception for her
  and do it."

I give the weird look but say okay anyway since my boss gave me an
  instruction. which is rare.

She comes in and for content, she hands me a pile of junk for content.

My problem is. I need that background image to stick to the bottom no matter
the size of the content and the window.

Much to my surprise. its behaving as I would expect in IE but firefox is
  not.

Anybody know what the fix is? I hate beating my head against the desk over
  a cheap job like this.
