I guess I must have another style somewhere overriding this one. Would
that be likely?

The other strange thing I have is in IE6/7 my text size is
considerably larger than in Mozilla. I use this:

        body {
                background: #00718c url(../images/bodyBG.gif);
                background-repeat: repeat-x;
                color: #404040;
                font-family: Verdana, sans-serif;
                font-size: small;
                margin: 0;
                padding: 0;
                text-align: center;
                }
