One solution would be to give "layout" [ http://www.satzansatz.de/cssd/onhavinglayout.html ] to your links (in your ie css):
.navbar2 li { zoom:1; } You will need to adjust your top and bottom padding and your line-height, because now ie treats the box differently (i'm not sure exactly why and how it's connected to the fact you're in quirksmode, if anyone here knows please enlight us).
