Sadly true from a practical standpoint.  You *can* set the page margins (see 
http://www.w3.org/TR/CSS21/page.html#page-margins) and the page background (see 
http://www.w3.org/TR/css3-page/#page-properties); but among the major browsers, 
I believe only Opera implements the page margins and none of them implement 
page backgrounds yet.

IE8 should be adding page margins, page-break-*, and orphans and widows as part 
of 2.1 completeness.  Hopefully others will follow soon, and controlling print 
behavior will begin looking up. ;-)

(You might want to play with Prince (http://www.princexml.com/) to see how 
margins/backgrounds/headers etc. will behave in general.)
