I am trying to create a background pattern that has a custom footer.  I have
two repeating images (bubbles.jpg and bottombubbles.jpg) that need to line
up correctly from the bottom up.  It works fine if there is more content
than viewport, but if there is little content, it wants to wrap back up.

I am trying to do something similiar to what I found in this article:

The main difference being that I have a background pattern in the body that
needs to continue all the way down the page.

I have tried to se the height of the larger div, bubbles, to 100% or auto,
have also tried a min-width on the html and body tags.  The page currently
has a fixed height so that you can see what the pattern is doing.  But for
obvious reasons, that won't work.  Any help would be appreciated.
