IE7 and older have their own interpretation of 'auto' position for A:P.

Make it...

#wrapper {position: relative;}
#topnav {left: 11px;}

...and old IE will "get it" too.

IE has margin-defaults while other browsers have padding-defaults on
lists. So to control shift declare both margin and padding on ul.
Something like...

#topnav ul { margin: 0; padding: 5px 0 0 32px;}

...will fix the left-shift.

Note that the entire nav-list expands with font resizing - in all browsers.
