I have looked on the pages and template and can find no such byte mark. I
looked in DW and can't find the setting for this. I'm on CS4.

A Byte-order mark [1] precedes the doctype; consequently, IE is in 
quirksmode and throws your stuff left.

Dreamweaver, or whatever editor you are using, may be inserting it. 
Dreamweaver can be be stooped from doing this by changing something (I 
do not know what) in the preferences. Or, you can delete the BOM, and 
save the document in Notepad +++ .
