That's what falls under "proper" setting. Typically you look at the screen from a distance similar to that from which you look at printed paper so the physical DPI is a good starting point for most desktop systems. There is nothing stopping you from setting the DPI smaller or larger to accommodate for different conditions. Unlike sites designed in pixels sites designed in points will obediently resize to match you DPI settings.
