The form looks good to me in Opera. (Opera 10 Mac.) It's Safari 4 that makes the input boxes extend beyond the border of the fieldset, while Firefox 3.5 pushes the top fieldset wider. Firefox 2 also extends the input boxes beyond the border of the fieldset just like Safari.
The width of those input elements is specified by the "size" attribute only, so the width will depend on the installed fonts on a visitor's computer. Better to add a width declaration to your CSS as well. Note that you have misspelled "Georgia". I suggest you also maintain some consistency in the way you size things. I see an unusual mix of pixel sizes (for text!) and both pixel and EM sizes for width, padding etc. on boxes. This gives rise to odd looking pages for visitors who increase text size or set minimum font size. Oh, and please provide a voice version of your CAPTCHA, or make it accessible in some other way.
