The server is Google Blogger. I don't believe I have any access to its inner 
workings.

The original question was how to work around a limitation of the blog posting 
mechanism to handle the needs of a non-technical user. None of this would even 
be an issue if he would tag individual paragraphs within a post with <p> tags.
