Good Day;
I am beginning the long process of revising a large site which, until now, has just grown without design.
I began with one of many pages which index content pages.
My first attempt is here

Because I have ripped this page from its normal moorings, the links do not work.
All suggestions are appreciated.
I suppose I could have used unordered lists but chose not to. Is there any strong reason for using lists as opposed to paragraphs as I have done?
What causes the page to break? in what way?
Will these colors be presented reasonably well by different browser/monitor combinations?
Can I improve the HTML or CSS in any significant way?

When I get to the content pages, I plan the same color scheme with a white rectangle containing the content.
