Not sure of your reason for absolutely positioning your div#welcome?
Since the .content is completely unaware of this DIV, it can't possibly
react to it in any way.
I suggest positioning the div#welcome using margins, as you already
started to do. Leaving it positioned "static" as it would be by default
would seem a better solution. But then, I don't know your reason for
using absolute positioning...
