Hiding the site navigation is rarely a good idea. And the contrast between the nav "tab" and the bg isn't much, which could be an issue for some people to find it. As far as your issues go, the first LI has an initial height of 86px, then as you hover the LIs, it changes. You might try using padding on the hrefs or LIs instead of fixed heights.
