I've put a symptomatic page on our website:

The 2nd paragraph ("The principal areas ... ) has had a 0 margin
applied, but still displays a gap.
It works great in the yellow boxes (tables) in the second box down in
the column "Competence" after the end of the paragraph ending "will
admit the recording in evidence:" where the gap has gone. It's the same
in both IE and FF.
