The site is done in Joomla, so the two tables are being spewed by the CMS
system, not by my design. 

I did add in some conditional server-side code so that if the second
.sidebarR is empty the style attribute of display:none is added as an inline
style declaration. 

Upon doing that, the background and wrapper div seem to be where they ought
to be. Now I need to figure out where the missing footer has gotten to.
D'oh!
