I've found that the latest version of Chrome(16) is doing this. In Chrome, go to Preferences > Under the Hood and then look in the Privacy section. There's an option for "predict Network actions to improve page load performance". I've theorized that this might be the issue, but I'm uncertain. I haven't been paying close-enough attention, but I think the problem persists with this unchecked...
