Javascript in the page is adding the following styling to the head element:
<style type="text/css" media="screen">html {height:100%; background-color:
#ffffff;}body {margin:0; padding:0; overflow:hidden;

Micky is right; it is the overflow:hidden rule that is breaking the scrolling.
