Simplify your issue. Strip out everything except your box that isn't floating to the top. Its going to be something simple you're over looking. Firefox has some great Web developer tools that would help you pinpoint the cause much easier. IE dev tools aren't too shabby either. It could be CSS styles for controls inside the box that is your culprit. I bet you've been looking at it too long. a couple of shots of Old No. 7 with an ice cold diet coke helps me solve more problems than google.
