John, /you/ (the page author) cannot "set" 1 rem to anything;
the size of the root em ("rem") is determined by each user,
through the user interface to his/her preferred browser.
In many cases, this will be the browser default, which /may/
be 16px; but for those users who prefer to adjust the appearance
of web pages to suit their own personal preferences (or, more
likely, their own visual acuity or lack thereof), it may well be very
different.  This is why ems and rems are the preferred units in the 21st
century; they take into account user preferences and needs, which
physical or devices units cannot.
