I have always styled tables with a background color and padding on the <td>s so 
that the background color of the table looks like a border around each cell. 
Here is an example on our current site:

I'm trying to recreate this on a new site, but it's not working. I can't figure 
out why. In this test I have set up the <td>s with the green background just so 
I could see what's going on, but they will be a white background in the end. 
The background color of the cells is not shrinking to allow the background 
color of the table to show through and look like the border.
