Breakpoints are not themselves overwritten by each other. They are parameters. The rules inside breakpoints can override previous rules, or can be in effect at all widths. If you don't override a base rule, it will remain in effect. If you override it in a subsequent rule, that rule is in effect - until you override that rule.
