Are you sure this isn't just a universal white space problem?

* { margin:0; padding:0; border:none; }

at the top of the stylesheet. Should make the site look the same in
every browser, especially if you avoid using padding at all.

At least I know when I use divs in exact positions, I never have to
hack any browser.
