John,
I probably wouldn't use body {...font-size: small; ...} as different
browsers may interpret "small" differently. Try using font-size: 76%;
and see what it looks like.
If I increase the text size in FF using ctrl + the bottom of the
wrapper moves down to accommodate the the larger text. I don't see the
problem.
