Have you tried do place the ActiveX control inside a <div> with a lower
z-index?
If that don't work (and i think it will not) you may ask for help on some M$
forums.

Assunto: [Design with CSS 2888] CSS Menu and ActiveX control

we have a proprietary activex control and my css menu displays BEHIND
it --- aside from somehow loading the menu in an iframe (I wouldn't
know where to begin) how do I fix this --  I know the flash player
offers wmode THIS IS NOT THE FLASH PLAYER it is an activex product
owned by my company :)
