Not entirely so. It would def be easier/more reliable to handle this with JS/jQuery, but Chris Coyier's blog has a number of resources for this. They're a bit "hacky" from a CSS point of view and aren't completely supported by all browsers (IE6 anyone?), but they get the job done.

Hope this helps and I hope you can better explain to your client, for sake of reliability and browser support, that you use Javascript to better facilitate it. After all, you're the expert they hired, so you should be calling the shots when it comes to usability concerns.

This is a functionality and not presentational, thus you'll need to go JavaScript/jQuery route.

Never thought I'd ask about creating a css-only (if possible) popup, but a client wants this. It *won't* be presented in such a way as to be obnoxious to viewers. The technique for this must be on the Web somewhere, but I'm tired of Googling and coming up short. Eric Meyer's site had something that came close but was designed to just call an image popup. I'm just asking if someone has seen a tutorial for this and can point me toward it?

Here's the plan: The viewer sees a banner ad that says "Click this ad to get a discount coupon" When they click the image, a popup appears that is a mini-browser window sized so that the only content is an 800width x 517height background image. The top part says "Print this out for $19.95 off your purchase" Also, this mini-page has text positioned (via a div) over a blank part of that background. The text is a plain hyperlink to the client's website.

So they can print the coupon and/or visit his site. Also a button to close the popup.
