I was thinking the same;
Perhaps we could leave the source code as is (validation check, etc.), but have 
the resource be downloaded separately by Maven or other tool to be compliant 
with ASF?  
Of course, if we change this mechanism, we'll also have to inform the NLM.

Bundling (or distributing from Apache) can only be done if the UMLS 
dictionaries are under AL 2.0 or similar terms.
The License validation check makes it sound like its really not licensed under 
an OS license or something which comes close.
