News You Can Use

TIF and State Affairs Committee Hearing
The House State Affairs Committee is beginning a study of state
telecommunications policy, which includes the Telecommunications
Infrastructure Fund Board (TIF), to prepare for the 2003 legislative
session.  The committee has invited comments on TIF:

�As of the end of 2001, the Telecommunications Infrastructure Fund Board
(TIF) had issued grants totaling $920 million to public schools,
libraries, universities, health science centers, not-for-profit
healthcare facilities, and community networking initiatives.  Under
current law, collection of the TIF assessment (currently 1.25% of
taxable telecommunications receipts) ceases once TIF collections reach a
cumulative $1.5 billion.  Should the Telecommunications Infrastructure
Fund Board continue to play a role in the state's broadband strategy?
If it has a role to play, how should its mission be expanded or changed
to achieve the state's broadband goals?  How should TIF be funded?�

The TLA Legislative Committee's ad hoc TIF task force is coordinating
responses by librarians to the TIF question.  If you are interested in
responding, send your comments ASAP to Gloria Meraz <[EMAIL PROTECTED]>.
The State Affairs Committee's initial hearing will be on April 10, 2002.

Free Scoop Night
On Wednesday, May 1, 2002, Baskin-Robbins will be giving away a free
2.5-ounce scoop of ice cream to everyone who visits a participating
store.  Choose from any flavor available.  Indulge yourself � it�s for a
good cause!  The purpose is to raise awareness for children�s literacy.
For every scoop given away, Baskin-Robbins will make a donation to First
Book, a national organization that provides new books for children and
families from low-income households.  Libraries are eligible for a grant
of books from First Book.  To find out how to apply, visit First Book�s
Web site at www.firstbook.org.  Last year�s Free Scoop Night resulted in
500,000 books going to First Book.

Forum on Serving Central Texas Immigrants
El Corazon de Tejas/REFORMA is organizing a forum on serving Central
Texas immigrants for May 11, 2002.  It will focus on immigration issues
for library workers, educators, and social service providers who work
with immigrants as part of their clientele.  Participants will have the
opportunity to learn about issues important to immigrants in the areas
of education, libraries, employment, health and social services,
housing, immigration law, police, and safety.  Austin Public Library has
approved it as training for its staff, and school librarians can get
continuing education credit.  Go to

register for the forum.  Space is limited, so make your arrangements
soon.  The System office will be mailing the registration form and event
schedule to members in April.

Free Bibliographies Online
The Center for the Study of Rural Librarianship is pleased to provide
free access to 17 different bibliographies not limited to a rural
emphasis that were previously sold for two dollars each.  Go to

Gateway Donates Olympic Computers
Gateway will donate up to 4,500 computers it supplied to the Salt Lake
Organizing Committee for use during 2002 Olympic Winter Games.  Grant
consideration is limited to eligible organizations recognized by the
Internal Revenue Service as a nonprofit entity, with priority given to
schools and community centers whose programs help enhance access to
technology for traditionally underserved communities.  Any organization
interested in being considered must complete an online application; go
to www.gateway.com/olympics/donations.shtml.  Faxed or written
applications will not be accepted.  The application will be posted on
the Web site from April 2 to July 31, 2002.  

Reference Workshop With Margaret Irby Nichols
CTLS is delighted to announce that Margaret Irby Nichols, reference
expert, will be presenting a workshop on May 3, 2002 at the
Waco-McLennan County library.  Registration will be from 9:00 a.m. to
9:30 a.m., and the workshop will run until 3:30 p.m. with a break for
lunch, which is on your own.  Participants are asked to bring a copy of
the World Almanac for an exercise.  The 2002 edition is preferable, but
a 2001 will do.  If you haven't purchased one yet, this gives you a good
reason to do so.  Please mark your calendars, and plan to send staff
members who have not had her Small Library Management reference segment.

El D�a De Los Ni�os/El D�a De Los Libros Information Online
The Association for Library Service to Children (ALSC) is proud to
announce a new initiative to increase public awareness of El D�a De Los
Ni�os/El D�a De Los Libros.  The association received a $50,000 grant
from the W.K. Kellogg Foundation to produce and disseminate a brochure
for parents featuring a booklist by and about Latinos.  ALSC, a division
of the American Library Association, also is collaborating with the
National Association to Promote Library and Information Services to
Latinos and the Spanish Speaking (REFORMA) and the National Association
for Bilingual Education (NABE) on this effort.  El D�a De Los Ni�os/El
D�a De Los Libros (Children's Day/Book Day) is observed annually on
April 30.  

Free copies of the brochure will be available starting March 28 and will
be mailed to ALSC, REFORMA and NABE members.  In addition to the
bilingual booklist for children primarily ages birth through eight
years, the brochure also features tips for parents on how, when and why
to read to very young children and ideas for encouraging reading in
children ages five years and older.  ALSC also will provide tips for
librarians and other community service staff on using the brochure.  The
brochure and suggestions for El D�a De Los Ni�os/El D�a De Los Libros
events can be found online at www.ala.org/alsc.

New Web Site for Book Sales
Funded by the California State Library, this Web site is a vehicle for
libraries and friends groups to sell their better books, instead of
"giving them away" at the local sale.  Participation is open to any
public library and affiliated Friends group.  Go to
www.librarybooksales.org.  Sign-up takes about two minutes, it's free,
and once inside, there are tons of tips, hints, a chat room, FAQ, etc.
Libraries are signing up from around the country and books are being
added daily.  The site will soon be promoted to the book-buying public.
The project is a unique meld of professional bookselling, expert
programming, and the initial efforts of the Rural Library Initiative.  

Revised ILL Manual Online
The revised ILL manual is now available on the CTLS website.  To print
or download a copy of the manual go to www.ctls.net; click on "ILL
information" and then click on "ILL manual."  You must have Adobe
Acrobat running on your PC to read, print or download the document. ILL
forms are also available; just below the link for the ILL manual are
links to the ILL forms.  You can click on a link for each form used in
the ILL office.

Library Space Needs Outline Online
If you are considering building a new library or remodeling the one you
have, deciding how much space your library needs is a good place to
start.  The Wisconsin Division of Libraries, Technology and Community
Learning has a space needs outline with Excel spreadsheet on their Web
site.  It was written by library building consultant Anders Dahlgren
when he worked for the state library agency.  Go to
