Message from Director Martin Last week First Lady Laura Bush presented the 2002 National Awards for Museum and Library Service at a White House Colloquium on Libraries, Museums, and Lifelong Learning. This award comes with a powerful message. It celebrates libraries and museums that are forces for positive change in their communities. These museums and libraries are finding solutions. They are opening doors to a brand of creative and complex thinking that helps to overcome community challenges. These awards were created to underscore the powerful role of museums and libraries as leaders in our democratic society. Mrs. Bush noted, "America's museums and libraries have been lighting the way to liberty and learning since our country's very beginning. Today, they continue to reflect the history, the culture and the very spirit of America." This was both a celebration of the recipient institutions (read about them below) and a celebration of the role of all libraries and museums in American life. Libraries and museums across the country are as diverse as the cultural landscape of our country: they are small and large, they are urban and rural. Libraries and museums make a difference: they are strengthening ties between neighbors and enriching family and community life. I encourage you to read the remarks of our colloquium speakers: Dr. Jeffrey Patchen http://www.imls.gov/conference/namls2002/patchen.htm <http://www.imls.gov/conference/namls2002/patchen.htm> , President and CEO, The Children's Museum of Indianapolis; Dr. Peter Marzio http://www.imls.gov/conference/namls2002/marzio.htm <http://www.imls.gov/conference/namls2002/marzio.htm> , Director, Museum of Fine Arts, Houston and Dr. David Carr http://www.imls.gov/conference/namls2002/carr.htm <http://www.imls.gov/conference/namls2002/carr.htm> , Associate Professor, School of Library and Information Science, University of North Carolina. Nominate a civic-minded museum and library in your community for next year's award. Nominations for the 2003 National Awards are due February 15, 2003. Learning Opportunities Grants for Museums Learning Opportunity Grant guidelines are now available. Grants will be awarded to advance one of three strategic goals: building public access, enhancing education and reaching families and children. Use of technology is encouraged to meet these goals. Projects should advance the museum's institutional plan. IMLS has received questions about how this program will support the advancement of core museum activities such as membership, care of collections, and operating costs. Read more about it at: http://www.imls.gov/grants/museum/info_log.htm <http://www.imls.gov/grants/museum/info_log.htm> . Or go directly to the application form at: http://www.imls.gov/grants/museum/mus_gen.asp <http://www.imls.gov/grants/museum/mus_gen.asp> ********************************************* 4. New Assistant to the Director for Strategic Partnerships Director Martin announced the appointment of Marsha L. Semmel as Special Assistant to the Director for Strategic Partnerships. Recruitment and Education of Librarians for the 21st Century Revised draft guidelines for the Recruiting and Educating Librarians for the 21st Century grant program will be posted on the IMLS Web site later this month. Since February 2002, when the $10 million request was announced as part of the President's Budget Request, IMLS has been soliciting input from the library and education communities to shape priorities that are consistent with the scope of the program and best meet library service needs. It is anticipated that, should funding become available later this year, IMLS will need to act quickly to set a deadline, issue guidelines, review proposals, and make awards. All interested parties are encouraged to review the draft guidelines at http://www.imls.gov/grants/library/pdf/2003Guide21.pdf <http://www.imls.gov/grants/library/pdf/2003Guide21.pdf> . ********************************************* 6. Status of Evaluation of General Operating Support In preparation for assessment of the General Operating Support program, IMLS hired outside evaluators to formally survey the museum field in late winter through spring 2001-02. Our goals were to learn how museums perceived GOS, shape a new program that will be responsive to museums' current needs, and provide the benefit to the public appropriate to IMLS' role as a Federal agency. The survey provided a statistically reliable sample of opinions from museum directors across the spectrum of museum types, locations, and sizes. It was accompanied by a program review of GOS awards and applications from 1991-2000. In addition to the formal survey, IMLS staff considered community views presented by self-selected survey participants; in letters, e-mail, and phone calls and through discussions at professional meetings throughout the past year. We have sampled successful and unsuccessful applicants and museums that have never applied for GOS. For highlights of the survey please read http://www.imls.gov/grants/museum/eval_gos.htm <http://www.imls.gov/grants/museum/eval_gos.htm> . For a full copy of the survey, please send an e-mail to [EMAIL PROTECTED] <mailto:imlsinfo@;imls.gov> . ********************************************* 7.
