                1.  Message from Director Martin
                Last week First Lady Laura Bush presented the 2002
National
Awards for Museum and Library Service at a White House Colloquium on
Libraries, Museums, and Lifelong Learning. This award comes with a
powerful
message.  It celebrates libraries and museums that are forces for
positive
change in their communities.  These museums and libraries are finding
solutions.  They are opening doors to a brand of creative and complex
thinking that helps to overcome community challenges.  These awards were
created to underscore the powerful role of museums and libraries as
leaders
in our democratic society.
                Mrs. Bush noted, "America's museums and libraries have
been
lighting the way to liberty and learning since our country's very
beginning.
Today, they continue to reflect the history, the culture and the very
spirit
of America."
                This was both a celebration of the recipient
institutions
(read about them below) and a celebration of the role of all libraries
and
museums in American life.  Libraries and museums across the country are
as
diverse as the cultural landscape of our country: they are small and
large,
they are urban and rural.  Libraries and museums make a difference: they
are
strengthening ties between neighbors and enriching family and community
life.

                3.  Learning Opportunities Grants for Museums
                Learning Opportunity Grant guidelines are now available.
Grants will be
                awarded to advance one of three strategic goals:
building
public access,
                enhancing education and reaching families and children.
Use
of technology is
                encouraged to meet these goals.  Projects should advance
the
museum's
                institutional plan.  IMLS has received questions about
how
this program will
                support the advancement of core museum activities such
as
membership, care

                5.  Recruitment and Education of Librarians for the 21st
Century 
                Revised draft guidelines for the Recruiting and
Educating
Librarians for the 21st Century grant program will be posted on the IMLS
Web
site later this month.  Since February 2002, when the $10 million
request
was announced as part of the President's Budget Request, IMLS has been
soliciting input from the library and education communities to shape
priorities that are consistent with the scope of the program and best
meet
library service needs.
                It is anticipated that, should funding become available
later this year, IMLS will need to act quickly to set a deadline, issue
guidelines, review proposals, and make awards.

                6.  Status of Evaluation of General Operating Support
                In preparation for assessment of the General Operating
Support program, IMLS hired outside evaluators to formally survey the
museum
field in late winter through spring 2001-02. Our goals were to learn how
museums perceived GOS, shape a new program that will be responsive to
museums' current needs, and provide the benefit to the public
appropriate to
IMLS' role as a Federal agency. 
                The survey provided a statistically reliable sample of
opinions from museum directors across the spectrum of museum types,
locations, and sizes.  It was accompanied by a program review of GOS
awards
and applications from 1991-2000.  In addition to the formal survey, IMLS
staff considered community views presented by self-selected survey
participants; in letters, e-mail, and phone calls and through
discussions at
professional meetings throughout the past year. We have sampled
successful
and unsuccessful applicants and museums that have never applied for GOS.

                7.  Web Wise Conference Date:  Save the Date
                On February 26 - 28, 2002, IMLS will host the fourth
annual
Web Wise Conference, exploring the role of libraries and museums in the
digital world. This year's conference will be held in Washington, DC and
will explore "Sustaining Digital Resources."  Mark your calendars.
