Subject: FY2004-2005 Budget Reductions

Dear TexShare members,

As you know, the Texas State Library and Archives Commission, like all
other
state agencies, has been asked to submit a FY2004-2005 Legislative
Appropriations Request that reflects a state general revenue reduction
of
more than 12%. In addition, we must reduce our general revenue budget by
at
least 7% during the current year (the remainder of FY2003). 

To achieve the current year reduction, we were able to use lapsed
funding
from FY2002 and 2003, which mitigated the impact of the reductions to
our
customer services and grants. Other cost saving measures include
eliminating
all out-of-state travel, reducing in-state travel, restricting the
hiring of
staff, limiting merit raises, and restricting capital purchases.  A
freeze
on FY03 Telecommunications Infrastructure Fund grants has decreased the
level of funding available to the TexShare database program.  While we
hope
that TIF money for TexShare databases will be released, we have asked
the
TexShare Electronic Information Working Group to work with us to
identify
the databases most important to the TexShare membership under a reduced
funding scenario.

We then turned our attention to preparing the revised FY2004-2005 LAR.
Since
the agency did not have the benefit of using previously lapsed funds,
and
because we're talking about a larger reduction, unfortunately the cuts
will
be felt more deeply across all of the agency's programs.  We submitted
the
revised LAR Friday, Feb. 7, 2003. In addition to cuts in general revenue
reflected in this submission, we were directed by the Legislative Budget
Board to cut by 50% all programs funded by the Telecommunications
Infrastructure Fund. This 50% reduction, along with the uncertainty of
future TIF grants, will critically affect the TexShare database program.
For
this reason, we are submitting an exceptional item request of $4.6
million
each year of the biennium to help restore this crucial program.
