This was deliberate policy, like the assumption of local place-gods/goddesses
into the canon of saints. (Compare the pagan and Christian cults of "holy
wells," esp. in Ireland.) The Church's attitude was that people were going to
worship there anyhow, so might as well put something Christian there so that
they would be worshipping Jesus rather than something pagan. Very pragmatic,
and it worked; it also had the effect of channeling the energies of the old
pagan "hot spots" into the Church, and probably contributed to the success of
Christianity in these particular parishes. Parishes where churches were built
on top of pagan sites flourished; parishes where churches were built *away*
from sites associated with the Old Religions tended to languish...until a new
church was finally built where the pagans had always worshipped.
