Report: Iraqi leaders issue second call for urgent meeting with eight
opposition factions

The Jordanian daily al-Arab al-Youm reported on Monday that the Iraqi
leadership has extended a second urgent invitation to eight opposition
factions abroad to visit Iraq and hold rounds of dialogue with Iraqi
officials, following the first round made by the United Iraqi Organization
delegation in Baghdad, recently.

The paper quoted sources from the "United Iraqi Organization" as saying
that the invitation this time is plenary and came less than 48 hours after
statements made by Iraqi Vice President Taha Yassin Ramadan in which he
said political pluralism is vital to the Baath Party because it reactivates
it and makes it more serious in its work.

The Jordanian paper continued that the invitation reached the opposition
factions through a high-ranking governmental figure, adding that a
consultative meeting was held on Sunday by the eight factions to give an
answer to the Iraqi governmental figure and to set a date for visiting
Baghdad.

The paper quoted an Iraqi opposition figure as saying that the Iraqi
official figure spoke to the eight factions about the Syrian and Jordanian
experiences in the area of political pluralism, noting that officials from
the Iraqi opposition concerned "refused the two experiences because they do
not meet the ambitions."

The Iraqi opposition figure added that the governmental figure set a
governmental request to complete the dialogue and meet with President
Saddam Hussein and his Vice President Ramadan, noting that this request
created great satisfaction at the opposition circles over raising the level
of the dialogue to a higher level.

The paper expected the dialogue delegation to travel very soon to Baghdad,
including Jannar Habib, Othman al-Daqouqi, Abdul Aziz al-Insari, Ibtisam
Hussein, Ahmad Majid, Hadi al-Husseini, Imad Kheiri, Sheikh Adnan
al-Deilimi, Sheikh Ali Muhsin al-Damen and Muhammad Saleh.


Abdul Meguid refuses Iraqi accusations

Arab League Secretary General Esmat Abdul Meguid said that the last
declarations issued by Iraqi Deputy Prime Minister Tariq Aziz asserting
that Kuwait is a state inside the Iraqi borders are declarations that
completely contradict Iraq's approval of United Nations resolutions
concerning this matter.

He added that this does not help create an atmosphere in which an
understanding could be reached for a strong Arab stance.

Abdul Meguid added that Kuwait notified the Arab League yesterday with an
official note that comprises the Kuwaiti reply to an Iraqi official
statement issued recently by Iraqi Foreign Minister Mohammed Said al-Sahaf
to the Arab League in which he says that Kuwait helped US and British
forces in the recent attacks on Iraq.

The Iraqi recent statements will have an "adverse impact" on the meeting
that Arab foreign ministers are expected to hold on January 24 at the Arab
League headquarters in Cairo, MAP quoted Abdul Meguid as saying. Initially
scheduled for last December, the meeting was postponed to January 24 upon
the request of Kuwait and Saudi Arabia.

Iraqi Athawra daily quoted Iraqi vice-prime minister, Tareq Aziz as saying
that Kuwait has been "a part of Iraq" since the dawn of time.

"We would have liked that such statements be avoided in this very moment,"
Abdul Meguid said.

Iraqi MPs called recently for withdrawing Iraq's recognition of Kuwait,
which they argued was illegally severed from Iraq by the British
colonizers.


Kuwaiti forces on alert to counter Iraqi threats

Kuwait has put some of its military units on maximum alert to counter Iraqi
threats.

The Kuwaiti New Agency KUNA said on Monday that the Kuwaiti military
defense council held on Sunday night a meeting chaired by Deputy Premier
and Defense Minister Sheikh Salem al-Sabah and adopted several resolutions
and arrangements to help revive a defense plan in Kuwait, whereas certain
units of the Kuwaiti army were put on maximum fighting alert.

The Kuwaiti military defense council underlined the importance of
preparations to summon reserve army soldiers and stressed the need of
taking other relevant measures to strengthen the capabilities of defending
Kuwait in line with the development of military positions.

This Kuwaiti step came after several members of the Iraqi parliament and
Iraqi Deputy Premier Tariq Aziz called for giving up "recognizing Kuwait as
a state rather to consider it as an integral part of Iraq."

Meanwhile, Kuwaiti Emir Sheikh Jabir al-Ahmed al-Sabah urged his people to
establish a national economy and to confront the challenges with study and
awareness to avoid the Iraqi danger.

Foreign Minister Sheikh Sabah al-Ahmed said that the Gulf Cooperation
Council countries have a unified stance that strongly refuses the Iraqi
threats against Kuwait and Saudi Arabia and violating international
legitimacy resolutions.

Al-Sabah stressed that, "The Gulf stance insists on Iraq's full
implementation of Security Council resolutions." He said his country will
present a formal protest to the United Nations regarding the Iraqi talk of
withdrawing its recognition of Kuwait as a state.

He also added that his country "refuses the Iraqi threats."
