EXACTLY why the various 'floaters' on campaign finance reform will
NOT work as they merely handicap one sector rather than addressing
the TRUE problem which is this vote-buying by unconstitutional
program.  There is a reason for specifically enumerated functions.

The classic redistribution-of-wealth mentality works
this way: A and B get together to impose a tax on C
so they can give his money to D, who out of a mix of
envy of C, gratitude to A and B, and selfishness, then
votes for A and B again so they can repeat the process
next year. A and B justify playing Robin Hood by
claiming that C has plenty of money and, in any event,
has a social responsibility to help 'the needy'. Of
