I just acquired that report at the library; it's a two-sentence blurb and put-down found in USA Today (August 11, 1998, page 9A): "UFO CLEANING: Maybe the little green men were just doing a spot of cleaning but residents of a small Australian community swear they saw cobwebs fall from the sky after UFOs passed overhead. Dozens of residents of Quirindi called Australia's National UFO hot line after the incident." Gee, so since the dozens of witnesses could not identify the aircraft dumping cobweb-like (cloud-seed-like) debris on them, they are defined as alien UFOs, and so it seems we can laugh off the whole case as a mass hallucination. I'd say that reason stipulates that beyond (1) aliens and (2) mass hallucination, there's the most probable scenario: the flying objects overhead were military aircraft dropping the same cloud-seed-like debris being reported around the world. That scenario is indicated by this statement from a 1996 Department of Defense report "cleared for public release"[2]: "In the US, weather modification will likely become a part of national security policy with both domestic and international applications." Which indicates that secret (national security) cloud- seeding Ops could occur around the world, as it says, in support of multi-national and/or U.N. operations. I can't explain (1) how aliens could visit our rock, nor can I explain (2) how dozens of people in a town could all simultaneously have the same hallucination, but I can explain (3) how military aircraft can fly and drop cloud-seed material and how it is part of a secret weather-control Op.
