Mr. Ricks also make this statement on that day during news conference; "When we found the women and children in the cinder block area we put in massive gas to try and bring them out". We were most concerned about the women and children." I have this on video tape. I received a Federal Express on April 20th that was 6 hours long of raw satellite coverage of CNN from Waco of APRIL 19TH. This tape covers the gassing and fire of Mt. Carmel. It also covers the first news releases from the FBI. Much of this video Has never been played except when it was live that first day. Bob Ricks Is hq'd out of the FBI office in Oklahoma City. Bob Ricks and James Jamar Are both graduates of Baylor Univ, Waco, Texas. Remember Williams Sessions then Director of the FBI was born and raised in Waco, Texas. At one time was Mayor of Waco. [STONE REPORT] Page 2 As a physician, I have concluded that there are serious unanswered questions about the basis for the decision to deploy toxic C.S. gas In a closed space where there were 25 children, many of them toddlers and infants. This report makes several recommendations, first among them is that further inquiry will be necessary to resolve the many unanswered questions Even with that major caveat, I believe the Deputy Attorney General's suggestions for forward looking changes are excellent and endorse them. This reports makes further specific recommendations of change building on his proposal. [APFN] The following was faxed to APFN; JUN-29-1993 09:47 FROM: BATTELLE TO: APFN FM FAX: 16196704057 186 A SURVEY OF CHEMICAL AND BIOLOGICAL WARFARE CHEMICAL AGENTS CS---orthochorbenzalmalononitrile CS was first prepared in 1928 by B.B. Corson and R.W. Stoughton (hence the code CS). Its current us by the Americans stems from work conducted in Britain. In 1956 a (British) War Office policy statement made it clear that a more effective, preferably less toxic, riot control agent then CN was required. Scientists at the CDEE screened 191 possible replacements and found CS and it near derivations most suitable. This work was described in a document declassified in June 1968. Called 'Agents for riot control: the selection of T.792 as a candidate agent to replace CN' (Porton Technical Paper no. 651) In 1959 the CDEE prepared an internal report on the toxicity of Cs )Porton Technical Paper No. 672). This was also declassified in June 1968. [snip] Science Journal (August 1968) gives the following as an example of using the lowest toxicity figures given: Personnel in a tunnel 1mm in radius, 20mm long, would stand a 50:50 chance of death if 150 grams of CS were introduced and they stayed for an hour. This need qualification. First, usually all the aerosol would settle out within a fairly short time. A second point is that the figure is an estimate for a 'standard man'. Use on a tunnel with children, old people, etc., may be expected to have more severe results. Standard US grenades are 250 grams. Use of such devices as the 'Mighty Mite' (see section on use in Vietnam, pp 18$) could rapidly produce lethal concentrations in confined areas. It is in this context that toxicity data should be considered. Its effects have been described in an Army publication as 'impressive, CS produces immediate effects even in low concentrations'. The British government patent on its use state: A concentration of between one part in 10 in and one part in 1 Is enough to drive all but the most determined person out of it Within a few seconds. When properly used outdoors, the · gas has limited effects that generally ware off in 15 to 20 minutes. · There is, however, much evidence indicating that on numerous occasions soldiers and police have violated the manufacturer's printed warnings · by firing the gas into enclosed areas such as rooms or small courtyards. · Most experts agree that such misuse of the gas can be harmful, especially · to small children, the elderly, pregnant women and people suffering from · heart or lung problems. · There is debate over the possible long-term health effects of tear gas · and growing concern among human-rights groups and some medical experts · about its widespread use in countries including Israel, South Korea and · Panama. [snip] [APFN] One of the most important aspects of the U.S. House hearings on the Waco was the questioning of Gen. Janet Reno by Congressmen Sony Bono about the use of CS gas on women and children. He remarked, that he and a assistant in just a couple of hours of research found information that is was deadly to use such gas in enclosed place.... This is very important. [STONE REPORT] page 9 of 13 - 3. The plan to insert CS gas During U.S. military training, trainees are required to war a gas mask when entering a tent containing CS gas. They then remove the mask and, after a few seconds in that atmosphere, are allowed to leave. I can testify from personal experience to the power of C.S. gas to quickly inflame eyes, nose; and throat, to produce choking, chest pain, gagging, and nausea in healthy adult males. It is difficult to believe that the U.S. government would deliberately plan to expose twenty-five children, most of them infants and toddlers, to C.S. gas for forty-eight hours. Although it is not discussed in the published reports, I have been told that the FBI believed that the Branch Davidians had gas masks and that this was one of the reasons for the plan of prolonged exposure. I have also been told that there was some protection available to the children, i.e. covering places where the seal is incomplete with cold wet towels can adapt gas masks for children and perhaps for toddlers though not for infants. The official reports are silent about these issues and do not reveal what the FBI told the AG about this matter, and whether she knew there might be unprotected children and infants in the compound. [APFN] Who is Philip Heymann? On Feb. 28, 1993, President Clinton had only been in officer a little over a month. He had appointed Webster Hubble to head the Dept. of Justice Hearings were being held the Senate to confirm the appointment of ______________________ I forgot the name, but the Senate did not confirm the first appointee and thus Janet Reno was then submitted. Philip Heymann was the Deputy Attorney General during this entire time. I am not sure, but I suspect he was a hold over from the Bush administration. Hubble, was later convicted and went to jail. It's hard to say what he knew/knows about the events at Waco. But being a close friends of Clinton in AK. I am sure they spoke about it daily along with Clinton sponsors from Waco. Once the story broke that the DOJ was investigating the events that occurred at Mt.
