He was a Quaker who came to lead the Marine Corps, but who kept enough of a social conscience to recognize the military adventures he commanded in Central America and the Caribbean for what they were, wars of economic imperialism against vastly weaker enemies. For a short time during the 1920's, he served as Public Safety Director (Police and Fire Commissioner) of Philadelphia, with a mandate to clean up the city's politics--until his investigations got too close to City Hall, whereupon he was summarily fired.
