    he expressed hoped that the member states of the organization of
petroleum exporting countries (opec) would realize the current
crucial situation and do what they can to protect their national
assets.

    "under the current situation, only the importers and consumers of
oil are making profits while the oil producing countries are making
loss and importing their needs from the oil consuming states at very
high prices," he said.

    the president said iran and kuwait have excellent relations and
called for further development of bilateral relations to set a pattern
for other regional states.

    the islamic republic of iran and kuwait would cooperate in
economic areas, carry out joint venture projects and participate in
reconstruction programs, he said.

    president khatami said iran and kuwait have common religion,
culture and similar history, the background shared by over one
billion muslims in the world.

    on his part, as-samit said kuwaiti crown prince sheikh saad
al-abdullah as-salim as-sabah would visit the islamic republic of iran
soon and that the kuwaiti officials are willing to develop relations
with iran.

    the kuwaiti minister said the kuwaiti delegation held useful
talks with the iranian scholars and cultural figures and hoped that
this would serve to promote cultural relations between the two
countries.

    as-samit pointed to president khatami's proposal on dialog among
civilizations and said the president's cultural tenet would help
foster friendly relations between the nations and governments.

eu arms industry-restructure call

   uk minister urges restructure of eu defense industries

london, feb. 23, irna - uk defense secretary george robertson has
warned of dire consequences for british and european defense
industries unless companies restructured to compete with their
giant american rivals.

     "either we rationalise or we won't have any jobs left in this
very valuable and very important industry," he told parliament
monday.

      the european problem was that its industries lack the scale to
be globally competitive, robertson said. rationalisation was
therefore "not a luxury, it is a necessity," he warned.

    the defense secretary said his government was committed to
encouraging and facilitating the restructuring of europe's arms
industry, but stressed it was not for the government to say how it
should happen but should be based upon "commercial judgement."

    his call for cooperation came ahead of an expected announcement
tuesday of a merger between britain's air force and navy harrier
aircraft force.

    the creation of a joint new force follows the government's
strategic defense review, which laid out plans for more cooperation
between the army, navy and air force.

tehran, feb. 23, irna -- the english daily 'tehran times' tuesday
wrote that the recent assassination of ayatollah mohammad sadeq
al-sadr prepared the ground for islamic groups to come out of their
cocoon and openly oppose saddam hussein and added that the muslims
must be wise enough not to be entrapped by the west and rely only on
the popular forces in their movement.

    the daily was referring to the mounting unrest in a string of
towns across the mainly shiite south and shiite districts of the
capital of iraq during the past few days.

    washington has been repeatedly saying that it is all out to
topple saddam, noted the daily adding that it even called on islamic
groups to join hands with the white house in toppling the iraqi
president.

    however, ''what is surprising is that once the muslims are out,
there is no assistance from the west. one is therefore justified to
suspect that the west is out to first eliminate the islamic opposition
in iran by saddam hussein and then deal with the iraqi president,''
noted the daily.

    ''saddam has gone down in history for his brutality against the
shias in the south. the genocide of the shiites in 1991 is in fact a
black page in the history of saddam's rule,'' pointed out the paper
adding that this time too, it seems that he as been given a go ahead
by the west to eliminate the shiite movement.

    what saddam hussein is ignorant about is that once the brutal
suppression of the islamic movement is through, the west will easily
get rid of him, stated the daily in conclusion.
